Initiated in 2017, the International Conference on Economic Management and Green Development (ICEMGD) is an annual conference aiming at bringing together researchers from the fields of economics, business management, public administration, and green development for the sharing of research methods and theoretical breakthroughs. The 7th International Conference on Economic Management and Green Development (ICEMGD 2023) was held on August 6, 2023. It was a hybrid conference including several on-site workshops and an online session. The workshops were held in London, Galaţi, Birmingham, Sydney, and Beijing. The proceedings consist of papers accepted by ICEMGD 2023, which are carefully selected and reviewed by professional reviewers from corresponding research fields and the editing committee of the conference. The papers have a diverse range of topics situated at the intersecting fields of economic management, public administration, and green development. ICEMGD is working to provide a platform for international participants from fields like macro- and microeconomics, international economics, finance, agricultural economics, health economics, business management and marketing strategies, regional development studies, social governance, and sustainable development. This proceedings volume, together with the conference, looks forward to sparking inspiration and promoting collaborations. The chapters trace the transformation of waqfs from entities primarily holding immovable assets to those managing movable assets (cash waqfs), delineating their role in generating revenue for diverse purposes. These encompass funding state debts, fostering infrastructure development, and extending microcredit to economically marginalized segments of society. in 1998, a growing number of municipalities have experimented with it. Unlike in other countries, PB processes in Germany follow primarily the goal of increasing transparency, efficiency, and service-orientation as part of an effort to modernize public administration. In global comparison, the diffusion of PB in Germany has been rather slow. In this book, the author investigates the question how this specific adoption pattern occurs. For that purpose, she applies theories from Public Administration, Fiscal Federalism, Public Choice, and diffusion of innovations to explain the incentives driving politicians to adopt PB from a public finance point of view. According to empirical analysis by the author, municipalities with a relatively worse financial situation are more likely to adopt a PB process.
