means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. The Moro Doctrine, or ‘Lodo Moro’ as it is known in Italy, aimed to protect the peninsula from Palestinian attacks by allowing terrorists to use Italian territory as a base for weapons and guerrilla fighters.Responsibility for the ‘Lodo’ was instrumentally placed on Aldo Moro, the five- time Prime Minister of Italy, after his death, and since then his name has become indelibly linked with the shame of having negotiated with Palestinian terrorists.Thanks to records collected from over twenty archives in Italy, the USA, France, Germany, Britain and Russia, concrete evidence shows that the significance of this agreement needs to be rethought. The author argues that the decision to adopt the Lodo was not solely made by Moro, but also involved key figures of the Christian Democrat and Socialist parties, various magistrates and even the President of the Republic. focus on waste and climate policies in China. The two major carbon policies have to do with carbon markets and renewable energy. The authors first examine the effectiveness of the Asian carbon market. Because of the consumption of goods beyond provincial borders, nationwide carbon markets are rather difficult to operate; therefore, a desirable initial allocation in the carbon market is proposed in this book. As for renewable power, its sources have not been fully utilized owing to a regional mismatch of supply and demand, so optimal locations of renewable energy are shown. The book also contains an analysis of the environmental and economic impacts of changes in resource circulation in East Asia. Although motorization is advancing rapidly, the vein industry for recycling used cars has not progressed. The authors estimate the amount of materials from used cars including new energy vehicles (electric and fuel cell vehicles) and propose desirable policies for used vehicles. East Asia is interdependent with respect to carbon and waste as well as the economy. China has regulated the import of waste recently and has started recycling its own wastes, putting pressure on neigboring countries to recycle their waste domestically.
