Prompted by geostrategic rivalry and the war in Ukraine, COVID-19 and the climate transition, trade policy is increasingly being weaponized. This…
trend towards protectionist capture and retaliation is self-sabotaging and bad for growth. But there is another way. In this hard-hitting book, Ken Heydon offers alternatives to the trade weapon: the need for diplomatic carrots to accompany the sanctions stick; for resilience in supply chains rather than self-sufficiency through ill-advised reshoring and friend-shoring; for multilateral WTO remedies to rule breaking rather than unilateral penalties in the name of national sovereignty; and for direct action on environment and public health goals rather than the blunt tool of trade restriction. But, to restrain the damaging subordination of trade policy to other ends, governments must address the discontents of trade and do better at helping losers, adjusting to technological change and making the case for open markets. At stake are three decades of income gains from globalization and the ability to deal effectively with the climate transition and the next pandemic.Masters: The Invisible War of the Powerful Against Their Subjects
Par Marco D'Eramo. 2023
From the breweries of Colorado and the faculties of Harvard to the Nobel Prize ceremonies in Stockholm, Marco D’Eramo guides…
us through the places where a new war has been thought out, planned and financed. It’s a real war, though it has been fought silently, without us realizing it. Warren Buffett, one of the richest men in the world, said it best: ‘There’s class warfare, all right, but it’s my class, the rich class, that’s making war, and we’re winning’. The revolt from above has affected all fields – not only the economy, but also justice and education. It has twisted our ideas of society, family and ourselves. It has taken advantage of every crisis, whether natural disasters, terrorist attacks, recessions or pandemics. It has used every weapon, from the information revolution to the technology of debt. It has changed the nature of power, from discipline to control. It has learnt from the workers’ struggle, using Gramsci and Lenin against them. Maybe the time has come for us to do the same and to learn from our opponents. When Science Meets Power
Par Geoff Mulgan. 2023
Science and politics have collaborated throughout human history, and science is repeatedly invoked today in political debates, from pandemic management…
to climate change. But the relationship between the two is muddled and muddied. Leading policy analyst Geoff Mulgan here calls attention to the growing frictions caused by the expanding authority of science, which sometimes helps politics but often challenges it. He dissects the complex history of states’ use of science for conquest, glory and economic growth and shows the challenges of governing risk – from nuclear weapons to genetic modification, artificial intelligence to synthetic biology. He shows why the governance of science has become one of the biggest challenges of the twenty-first century, ever more prominent in daily politics and policy. Whereas science is ordered around what we know and what is, politics engages what we feel and what matters. How can we reconcile the two, so that crucial decisions are both well informed and legitimate? The book proposes new ways to organize democracy and government, both within nations and at a global scale, to better shape science and technology so that we can reap more of the benefits and fewer of the harms.A Brief Global History of the Left
Par Shlomo Sand. 2023
What is happening to the Left? It seems to be dying a slow death. While many commentators have predicted its…
demise, the Left has always defied these bleak prognoses and risen from the ashes in the most unexpected ways. Nevertheless, we are witnessing today a global decline in organized movements on the Left, and while social struggles continue to challenge dominant political regimes, these efforts do not translate into support for traditional left parties or into the creation of dynamic movements on the Left. Bestselling historian Shlomo Sand argues that the global decline of the Left is linked to the waning of the idea of equality that has united citizens in the past and inspired them to engage in collective action. Sand retraces the evolution of this idea in a wide-ranging account that includes the Diggers and Levellers of seventeenth-century England; the French Revolution; the birth of anarchism and Marxism; the decolonial, feminist, and civil rights revolts; and the left-wing populism of our time. In piecing together the thinkers and movements that built the Left over centuries, Sand illuminates the global and transnational dynamics which pushed them forward. He outlines how they shaped the notion of equality, while also analysing how they were confronted by its material reality, and the lessons that they did – or did not – draw from this. This concise and magisterial history of the Left will appeal to anyone interested in the idea of equality and the fate of one of the most important movements that has shaped the modern world.Unwinnable Wars: Afghanistan and the Future of American Armed Statebuilding
Par Adam Wunische. 2023
In nine short days, Taliban forces destroyed two decades of American armed statebuilding in Afghanistan. This was no isolated failure.…
Over the last century, almost every attempt to intervene militarily to prop up or reconstruct an allied state has seen similar dismal outcomes. Why? This book answers that fundamental question. By exploring the factors that hindered success in Afghanistan, Adam Wunische identifies forces common to other unsuccessful U.S. armed statebuilding missions, from Vietnam to Syria, Haiti to Iraq. These forces, he argues, inherently favor insurgencies, forfeit sustainability for quick results, and create dependencies and corruption – all of which undermine the goal of building a state that can stand on its own. Not only that, but most of these forces are inescapable and uncontrollable. This means any future attempts at armed statebuilding will likely also be unwinnable, with costs and consequences far outpacing America’s interests and benefits. Faced with a future likely dominated by proxy wars, Wunische offers a novel way forward to prevent the U.S. from chasing new wars that it is destined to lose.Environmental Protest and Citizen Politics in Japan

Par Mark A. Graber. 2023
Contemporary civil libertarians claim that their works preserve a worthy American tradition of defending free-speech rights dating back to the…
framing of the First Amendment. Transforming Free Speech challenges the worthiness, and indeed the very existence of one uninterrupted libertarian tradition.Mark A. Graber asserts that in the past, broader political visions inspired libertarian interpretations of the First Amendment. In reexamining the philosophical and jurisprudential foundations of the defense of expression rights from the Civil War to the present, he exposes the monolithic free-speech tradition as a myth. Instead of one conception of the system of free expression, two emerge: the conservative libertarian tradition that dominated discourse from the Civil War until World War I, and the civil libertarian tradition that dominates later twentieth-century argument. The essence of the current perception of the American free-speech tradition derives from the writings of Zechariah Chafee, Jr. (1885-1957), the progressive jurist most responsible for the modern interpretation of the First Amendment. His interpretation, however, deliberately obscured earlier libertarian arguments linking liberty of speech with liberty of property. Moreover, Chafee stunted the development of a more radical interpretation of expression rights that would give citizens the resources and independence necessary for the effective exercise of free speech. Instead, Chafee maintained that the right to political and social commentary could be protected independent of material inequalities that might restrict access to the marketplace of ideas. His influence enfeebled expression rights in a world where their exercise depends increasingly on economic power.Untangling the libertarian legacy, Graber points out the disjunction in the libertarian tradition to show that free-speech rights, having once been transformed, can be transformed again. Well-conceived and original in perspective, Transforming Free Speech will interest political theorists, students of government, and anyone interested in the origins of the free-speech tradition in the United States.Uninsured in America, Updated: Life and Death in the Land of Opportunity

the health care system, and what it means for society as a whole when so many people suffer the consequences of inadequate medical care. Based on interviews with 120 uninsured men and women and dozens of medical providers, policymakers, and advocates from around the nation, this book takes a fresh look at one of the most important social issues facing the United States today. A new afterword updates the stories of many of the people who are so memorably presented here.Human Rights and Reform: Changing the Face of North African Politics
Par Susan E. Waltz. 2023
Independence from colonial rule did not usher in the halcyon days many North Africans had hoped for, as the new…
governments in Morocco, Tunisia, and Algeria soon came to rely on repression to reinforce and maintain power. In response to widespread human rights abuses, individuals across the Maghrib began to form groups in the late 1970s to challenge the political practices and structures in the region, and over time these independent human rights organizations became prominent political actors. The activists behind them are neither saints nor revolutionaries, but political reformers intent on changing political patterns that have impeded democratization. This study, the first systematic comparative analysis of North African politics in more than a decade, explores the ability of society, including Islamist forces, to challenge the powers of states. Locating Maghribi polities within their cultural and historical contexts, Waltz traces state-society relations in the contemporary period. Even as Algeria totters at the brink of civil war and security concerns rise across the region, the human rights groups Susan Waltz examines implicitly challenge the authoritarian basis of political governance. Their efforts have not led to the democratic transition many had hoped, but human rights have become a crucial new element of North African political discourse. Par Richard B. Finn. 2023
Singular for its breadth and balance, Winners in Peace chronicles the American Occupation of Japan, an episode that profoundly shaped…
the postwar world. Richard B. Finn, who participated in the Occupation as a young naval officer and diplomat, tells the full story of the activities from 1945 to 1952. He focuses on the two main actors, General Douglas MacArthur and Japanese Prime Minister Shigeru Yoshida, and details the era's major events, programs, and personalities, both American and Japanese. Finn draws on an impressive range of sources—American, Japanese, British, and Australian—including interviews with nearly one hundred participants in the Occupation. He describes the war crimes trials, constitutional reforms, and American efforts to rebuild Japan. The work of George Kennan in making political stability and economic recovery the top goals of the United States became critical in the face of the developing Cold War.Winners in Peace will aid our understanding of Japan today—its economic growth, its style of government, and the strong pacifist spirit of its people.
