Winners in Peace: MacArthur, Yoshida, and Postwar Japan
Par Richard B. Finn. 2023
Singular for its breadth and balance, Winners in Peace chronicles the American Occupation of Japan, an episode that profoundly shaped…
the postwar world. Richard B. Finn, who participated in the Occupation as a young naval officer and diplomat, tells the full story of the activities from 1945 to 1952. He focuses on the two main actors, General Douglas MacArthur and Japanese Prime Minister Shigeru Yoshida, and details the era's major events, programs, and personalities, both American and Japanese. Finn draws on an impressive range of sources—American, Japanese, British, and Australian—including interviews with nearly one hundred participants in the Occupation. He describes the war crimes trials, constitutional reforms, and American efforts to rebuild Japan. The work of George Kennan in making political stability and economic recovery the top goals of the United States became critical in the face of the developing Cold War.Winners in Peace will aid our understanding of Japan today—its economic growth, its style of government, and the strong pacifist spirit of its people. Par Geoffrey Hale, Kathy L. Brock. 2023
Managing Federalism through Pandemic summarizes and analyses multiple policy dimensions of Canada’s response to the COVID-19 pandemic and related policy…
issues from the perspective of Canadian federalism. Contributors address the relative effectiveness of intergovernmental cooperation at the summit level and in policy fields including emergency management, public health, national security, Indigenous Peoples and governments, border governance, crisis communications, fiscal federalism, income security policies (CERB), supply chain resilience, and interacting energy and climate policies. Despite serious policy failures of individual governments, repeated fluctuations in the overall effectiveness of pandemic management, and growing public frustration across provinces and regions, contributors show how processes for intergovernmental cooperation adapted reasonably well to the pandemic’s unprecedented stresses, particularly at the outset. The book concludes that, despite individual policy failures, Canada’s decentralized approach to policy management often enabled regional adaptation to varied conditions, helped to contain serious policy failures, and contributed to various degrees of policy learning across governments. Managing Federalism through Pandemic reveals how the pandemic exposed structural policy weaknesses which transcend federalism but have significant implications for how governments work together (or don’t) to promote the well-being of citizens.Agents and Structures in Cross-Border Governance: North American and European Perspectives
Par Tony Payan, Bruno Dupeyron, Andrea Noferini. 2023
In North America and Europe, cross-border governance arrangements have provided formal and informal frameworks to support cross-border cooperation. Analysing how…
these frameworks have emerged, the ways in which they have become institutionalized, and the processes by which they change is fundamental. Moreover, these frameworks are increasingly challenged by border securitization, thus limiting or jeopardizing decades of cross-border cooperative governance and coordinated public policies. Agents and Structures in Cross-Border Governance offers a series of case studies that explore these complex dynamics. To understand a range of cross-border governance frameworks, this collection addresses such topics as infrastructure development and management, resource sharing, regional politics, economics, security, human rights, the environment, culture, and community. The book explains how cross-border governance schemes have sought to mitigate some of the negative consequences of border security policies, allowing readers to discern how concrete national power struggles between federal/national and subnational governments unfold in border areas. In a world increasingly impacted by climate change and more recently the COVID-19 pandemic, Agents and Structures in Cross-Border Governance sheds light on the ongoing complexity of cross-border governance and offers lessons to help mitigate these challenges.Police and Community in Japan

Par George Perle. 2023
"Of the greatest significance . . . . The first volume of George Perle's two volume study on the two…
operas of Alban Berg ... is one of those few works of scholarship and analysis you can label 'definitive'; it may in time be supplemented, but not superseded."--Richard Dyer, Boston Sunday Globe "It is difficult to see how Professor Perle's exhaustive study can ever be superseded. . . or how such future work as may appear can do anything but add new details to his exposition of the basic clements of the work's musical language. . . . After twenty years' work on the composer he brings to this study of Wozzeck not only a penetrating analytical mind, great scholarship and a comprehensive knowledge of the music but an almost uncanny insight into what seem to be the inner workings of Berg's mind."--Douglas Jarman, Music and Letters "If you have ever had any questions about Berg's opera Wozzeck, Mr. Perle probably answers them for you in The Operas of Alban Berg: Volume One/Wozzeck. . . An indispensable work on Berg's life as reflected in his work."--Donal Hcnahan, The New York Times "As with Perle's previous books, one notes with pleasure how well written is this one, how simultaneously economical and comfortable the prose, even when the subject is as complex and manifold as Wozzeck."--Mark DeVoto, Music Library Association Notes "A great and unique contribution .... [Perle] is a leading authority on Berg, and his analysis of Berg's compositional methods in the two operas is likely to be definitive."--George Martin, The Opera Quarterly "George Perle has contributed more than anyone of any nationality to a true understanding of Berg's music."--Douglass Green, Journal of Music Theory "George Perle ... possesses the kind of complete credential required for this study. [Volume I: Wozzeck] is a model of scholarly writing. Every paragraph, each quoted music example, each analysis moves the argument forward in a clear incisive manner .... Essential reading for the serious student of the music of Alban Berg."--ChoiceRegulatory Choices: A Perspective on Developments in Energy Policy
Par Richard J. Gilbert. 2023
Regulatory Choices offers the first comprehensive economic history of energy policy and its consequences for California, where some of the…
most innovative and far-ranging programs of regulatory reform have originated. The authors of this volume have gathered together an impressive wealth of material about actual policy decisions and their repercussions and have subjected their findings to astute economic analysis. This book will serve for years to come as an invaluable reference on the costs and effects of various energy policies. With its focus on bringing prices in alignment with the true cost of producing power and delivering it to the customer, the first part of the book outlines the issue of setting utility rates and considers some of the proposals to provide regulated industries with incentives to respond to economic and environmental concerns. The problems of energy supply occupy the second part of the book, which includes a survey of the costs of alternative energy sources and estimates of their environmental impacts, as well as a case study of the construction of the Diablo Canyon nuclear power plant. The book concludes by documenting the results of subsidy programs that were designed to target the development of wind power and residential energy conservation. Regulators, we learn, have a mixed record when it comes to managing the production of energy. Some conservation programs have enjoyed considerable economic success, particularly those that correct a lack of consumer information. Others, such as the renewable energy tax credits or programs designed to subsidize new technologies, have cost much more than the value of the energy they have saved. What emerges clearly from this study is that regulated industries are not immune from the forces of competition. Par Donald L. Horowitz. 2023
Donald L. Horowitz's comprehensive consideration of the structure and dynamics of ethnic violence is the first full-scale, comparative study of…
what the author terms the deadly ethnic riot—an intense, sudden, lethal attack by civilian members of one ethnic group on civilian members of another ethnic group. Serious, frequent, and destabilizing, these events result in large numbers of casualties. Horowitz examines approximately 150 such riots in about fifty countries, mainly in Asia, Africa, and the former Soviet Union, as well as fifty control cases. With its deep and thorough scholarship, incisive analysis, and profound insights, The Deadly Ethnic Riot will become the definitive work on its subject. Furious and sadistic, the riot is nevertheless directed against a precisely specified class of targets and conducted with considerable circumspection. Horowitz scrutinizes target choices, participants and organization, the timing and supporting conditions for the violence, the nature of the events that precede the riot, the prevalence of atrocities during the violence, the location and diffusion of riots, and the aims and effects of riot behavior. He finds that the deadly ethnic riot is a highly patterned but emotional event that tends to occur during times of political uncertainty. He also discusses the crucial role of rumor in triggering riots, the surprisingly limited role of deliberate organization, and the striking lack of remorse exhibited by participants. Horowitz writes clearly and eloquently without compromising the complexity of his subject. With impressive analytical skill, he takes up the important challenge of explaining phenomena that are at once passionate and calculative.Loyalty in America

Par Amrita Basu. 2023
Drawing on case studies of the Communist Party of India (Marxist) in West Bengal and Shramik Sangathana in Maharashtra, this…
ground-breaking new work examines Indian women's political activism. Investigating institutional change at the state level and protest at the village level, Amrita Basu traces the paths of two kinds of political activism among these women. With insights gleaned from extensive interviews with activists, government officials, and ordinary men and women, she finds that militancy has been fueled by pronounced sexual and class cleavages combined with potentially rancorous ethnic division. Thorough in its fieldwork, incisive in its political analysis, Two Faces of Protest offers a richly textured and sensitive view of women's political activism in the Third World.
