concepts. Indonesia is an archipelago with a high heterogeneity. Her people consist of 1,340 tribes who are scattered over 17,508 islands. Every region has different natural strengths and conditions. In the national development process all regions depend on one another other while optimizing their own conditions. In addition to this diversity, Indonesia also employs a democratic system of government with high regional autonomy. A democratic government puts a high value on individual freedom, but on the other hand, conflicts of interest also occur frequently. High regional autonomy also often causes problems in coordination among agencies and regional governments. This uniqueness creates a kind of complexity that is rarely found in other countries.These daily complexities requires intensive interaction, negotiation processes, and coordination. Such necessities should be considered in public policy making and in managing the implementation of national development programs. In this context, common theories and best practices generated on the basis of more simplified assumptions often fail. Systems science offer a way of thinking that can take into account and potentially overcome these complexities. However, efforts to apply systems science massively and continuously in real policy making by involving many stakeholders are still rarely carried out. The first part of the book discusses the gap between the existing public policy-making approach and needs in the real world. After that, the characteristics of the appropriate policy-making process in a complex environment and how this process can be carried are described. In later sections, important systems science concepts that can be applied in managing these complexities are discussed. Sample cases of social entrepreneurs (Ashoka Fellows) were selected from three inter-linked sectors -- health, education and livelihood. To provide a comprehensive view, interviews were taken not only from the founders (social entrepreneurs), management personnel, and other employees, but also from the beneficiaries. The book comprises how, on the basis of cross-comparison between three types of social enterprises, several propositions and finally theoretical framework on social entrepreneurship have been developed. the Internet becomes increasingly pervasive across societies, we find more often that governments adopt Information Communication Technologies (ICTs) as part of their toolbox for facilitating efficient and citizen-oriented service delivery at all levels of government. Local governments across the major industrialized democracies have not been an exception to this trend and have set sail into the age of digital government. Closest to their citizens, towns and cities have adopted ICTs to facilitate electronic government (e-government). While research on local e-government functionality in terms of information dissemination, service delivery, and citizen engagement continues at an impressive empirical and methodological pace, gaps in our knowledge remain. Cross-national comparative research on local e-government that covers a wide range of municipalities in combination with in-depth case study analyses is lacking. Informed by a comparative case study approach, this book seeks to narrow that gap and offer practical policy solutions to facilitate local e-government. We do so by pursuing both a macro and micro perspective of e-government functionality in the federal republics of Germany and the United States and unitary France and Japan. The macro perspective focuses on the state and scope of e-government functionality across a large number of randomly selected municipalities of all sizes in these advanced industrialized countries. It also analyzes the challenges facing China in its integration into the international system. This book aims to explore international relations from the combined psychological and cultural perspective. The key concept of this book is “Jen”, which contains a distinct Chinese cultural experience, into the theory of international relations. Unlike other IR books to treat state as the main political actor, the book analyzes both the political aspects of state as an “organizational entity” and its civilizational aspects as a “civilizational entity”; hence, it proposes a new ontology of international relations. By integrating the concept of “Jen” based on the unique Chinese cultural experience into the theory of international relations, the book reveals the interactive nature of relationship between the international system and “human constant”. The book explains the causal relationship between state’s behavior and its “human constant”, analyzes the cultural characteristics of state actors and the international system, and tries to provide a new theoretical framework for understanding culture and modernity.
