China’s “peaceful rise” has included substantial investments in military modernization and an increasingly assertive regional posture. While China has not waged war since 1979, it has frequently resorted to what the U.S. State Department has referred to as “gangster tactics” – threats, intimidation, and armed confrontation – to advance its strategic aims. This volume illuminates the ways in which China has employed its military and paramilitary tools to coerce other states, and examines the motivations and specific foreign policy objectives that China has pursued using force short of war. The study presents new analysis of an original dataset on coercive actions undertaken by China’s armed forces, taking into account the political objectives pursued and the environmental contexts in which these operations occurred. It extends the application of strategic culture beyond the policy of nuclear deterrence among great powers into other equally strategic areas of policy, such as diplomacy, political economy, regional international institutions, legal norms, politico-military institutions, and different security agendas beyond war and peace, for example, the illicit drug-trade and peacekeeping missions. The overall contribution of this book is three-fold: first, it rescues, updates, and expands the original conceptual and theoretical dimensions of strategic culture. Second, it extrapolates further theoretical implications of the concept through its application to five policy domains in Latin America beyond the original application of the strategic culture perspective to nuclear weapons strategy among great powers in the 1970s. concepts. Indonesia is an archipelago with a high heterogeneity. Her people consist of 1,340 tribes who are scattered over 17,508 islands. Every region has different natural strengths and conditions. In the national development process all regions depend on one another other while optimizing their own conditions. In addition to this diversity, Indonesia also employs a democratic system of government with high regional autonomy. A democratic government puts a high value on individual freedom, but on the other hand, conflicts of interest also occur frequently. High regional autonomy also often causes problems in coordination among agencies and regional governments. This uniqueness creates a kind of complexity that is rarely found in other countries.These daily complexities requires intensive interaction, negotiation processes, and coordination. Such necessities should be considered in public policy making and in managing the implementation of national development programs. In this context, common theories and best practices generated on the basis of more simplified assumptions often fail. Systems science offer a way of thinking that can take into account and potentially overcome these complexities. However, efforts to apply systems science massively and continuously in real policy making by involving many stakeholders are still rarely carried out. The first part of the book discusses the gap between the existing public policy-making approach and needs in the real world. After that, the characteristics of the appropriate policy-making process in a complex environment and how this process can be carried are described. In later sections, important systems science concepts that can be applied in managing these complexities are discussed. creation, i.e. social entrepreneurship - opportunity identification, resource mobilisation, social value, capabilities of social entrepreneurs and innovation in three different types of social enterprises – (i) non-profit or charitable ones; (ii) non-profit social enterprise, sustainable with the combined income of grants, subsidies and own earned income; self-sustainable not-for-profit social enterprise; and hybrid social enterprise; and (iii) for-profit social enterprises. Sample cases of social entrepreneurs (Ashoka Fellows) were selected from three inter-linked sectors -- health, education and livelihood. To provide a comprehensive view, interviews were taken not only from the founders (social entrepreneurs), management personnel, and other employees, but also from the beneficiaries. The book comprises how, on the basis of cross-comparison between three types of social enterprises, several propositions and finally theoretical framework on social entrepreneurship have been developed. It proposes that social entrepreneurship can be acquired and that these social entrepreneurs can help solve the larger social problems faced both by developing and developed nations.
