Der Leitfaden stellt die allgemeine Vorgehensweise und Methodik zur Implementierung von Nachhaltigkeitsaspekten in der Planung, Ausführung, Bewirtschaftung und Verwertung eines Neubaus dar. Mit Hilfe der Erstellung des allgemeingültigen Leitfadens für öffentliche Bauvorhaben soll eine Grundlage für die Erstellung eines nachhaltigen Neubaus geschaffen werden. Ein abgeschlossenes Bauvorhaben wird mit dem erstellten Leitfaden evaluiert.
